
Project Tender Sourcing Manager

- Lead sourcing inputs during tender development in collaboration with Tender Manager (TM), Tender Engineering Manager (TEM), and Commercial teams.
- Define the Tender Sourcing Strategy (TSS) aligned with commodity strategies, client requirements, and commercial/legal constraints.
- Establish and maintain the Tender Supplier List (TSL); prioritize suppliers from low-cost countries (Taiwan, Korea, India, China).
- Manage RFQ process, analyse supplier quotations, and ensure cost inputs are robust and timely for tender submission.
- Evaluate supplier risks (pricing volatility, lead time, delivery capacity) and propose mitigation plans.
- Drive regional supplier development, including capability mapping and engagement with engineering for NPI support.
- Define EPP (Engineering Procurement Plan) with all details on suppliers, schedules, Engg, Quality and Buyers and Fulfilments as pass it on to OTR teams for execution
- Ensure a seamless handover of sourcing documentation and supplier selections to execution teams at project award (D2).
- Track and report sourcing KPIs for competitiveness, localization, and vendor diversity.
- Support project sourcing plan development, including Procurement Concept and Engineering & Procurement Plan.
- Coordinate PO issuance, supplier monitoring, documentation, logistics, and delivery schedules.
- Ensure timely delivery of BOP equipment aligned with project milestones and contractual obligations.
- Support Buyer(s) in resolving technical/commercial clarifications, supplier claims, and invoice processing.
- Participate in regular project progress meetings, cost reviews, and risk mitigation plans.
- Ensure project sourcing complies with quality, EHS, contractual, and financial standards.
- Bachelor’s degree in engineering or business; MBA preferred.
- Minimum 5 years of experience in sourcing within a technical project or industrial environment (Power, Oil & Gas preferred).
- Experience in tender/bid costing, supplier negotiations, and cross-functional collaboration.
- Knowledge of low-cost country sourcing dynamics and supplier markets in Asia.
- Proficient in MS Office and ERP systems.
- Proactive, self-driven, and results oriented.
- Strong interpersonal and communication skills; able to work across cultures and functions.
- Analytical mindset with sound commercial judgment.
- Organized and adaptable, capable of managing multiple priorities under time pressure.
