Job Purpose Lead, direct, and manage strategic sourcing for Infra, Bus, and Rail by applying the principles of Procurement's 5 Rights-quality, quantity, place, time, and price-while delivering added value to the organization. Develop effective relationships with internal stakeholders and manage strategic partnerships with external stakeholders to ensure continuous service excellence. Support the business model, strategies, and financial operating plans for Infra, Bus, and Rail operations. Key Accountabilities Establish procurement strategy which aligns with Infra, Bus and Rail business strategies and while delivering cost reduction, moves towards medium/long term value creation. Lead and managing end to end sourcing activities for spend above RM1.5 billion for Infra, Bus and Rail business to deliver value to internal stakeholders and ensures that contracts are effectively negotiated. Execution of suitable sourcing model and negotiation strategy in meeting savings target and the ability to influence it within the organization. Set competency standards for Strategic Sourcing professionals and implement development plans to close the gaps and maintain high level of competency. Accountable for the Strategic Sourcing Team's compliance to Group Procurement policies. Drive initiatives and programs that will enhance transparency and value for money for Strategic Sourcing. Keep abreast of current business and industry/market trends to align with sourcing and business strategy. Foster and develop effective relationship with both internal and external stakeholders. Develop a passionate ownership culture with the skills and capabilities to take responsibility, advise and make decisions. Develop contract management strategy to manage and mitigate supply risks. Identify and champion continuous improvement opportunities with Strategic Sourcing and throughout the Procurement function (processes and governance among others). Qualifications, Skills & Knowledge Bachelor&aposs Degree in Business Management or equivalent. Minimum of 15 years of working experience. Proficient negotiator with good commercial (fact based) and business acumen. Strong analytical and strategic thinking skills with full understanding of Total Cost of Ownership principles.
