Witness and confirm Remaining on Board (ROB) and opening inventory prior to loading.
Verify the use of approved and latest tank calibration tables.
Confirm custody transfer metering system is in correct operational mode and ready for transfer.
Witness and verify line fill / displacement volumes prior to cargo transfer, where applicable
Measurement, Certification & Documentation
Witness measurement and certify the quality and quantity of crude oil loaded into export tankers in accordance with PETRONAS and THE COMPANY procedures.
Prepare, verify, and endorse the FPSO Cargo Tank Offload Measurement Report based on tank dipping conducted before and immediately after loading.
Maintain a complete cargo operation log, including key timestamps, events, delays, and abnormalities throughout the operation.
Verify and endorse all relevant custody transfer documents, including but not limited to Delivery Report; Bill of Lading (B/L); Certificate of Origin; and Quality and Quantity Certificates
Sealing, Sampling & Quality Verification
Verify all custody transfer metering system seals and FPSO cargo tank seals are intact prior to and after loading.
Witness sealing and breaking of seals at all agreed custody transfer points, including locations outside the metering system.
Witness unsealing of export hoses prior to loading and resealing upon completion.
Witness extraction of representative crude oil samples from FPSO cargo tanks before and after loading.
Witness installation and readiness of clean sampling systems and verify auto-samplers are properly flushed prior to lifting.
Witness laboratory analysis of samples (e.g., density, BS&W) and certify test results.
Verify temperature measurements (multi-point where applicable) and ensure correct application of VCF/CTL/CTPL calculations.
Metering System & Control Room Activities
Witness verification of all preset key codes in metering system microcomputers before and after each batch operation.
Witness and record mechanical meter readings at the metering panel before and after each loading operation.
Witness reproduction of previous batch reports prior to batch start and verify recorded figures immediately report discrepancies to THE COMPANY Production Superintendent and PETRONAS representative.
Witness batch start, transfer operations, and batch termination during loading to the export tanker.
Witness meter proving activities for turbine meters and verify application of valid meter factors following each proving.
Certify batch termination reports upon completion of loading operations.
Reconciliation & Discrepancy Management
Perform and document full quantity reconciliation between: FPSO tank measurements; Metered quantities; and Export tanker figures
Apply agreed tolerance limits and issue a Loss/Gain or Reconciliation Report.
Investigate and report discrepancies, including identification of probable causes (e.g., line fill, temperature variance, measurement error).
Account for line displacement volumes and include in reconciliation calculations
Inventory & Month-End Stocktake
Witness and verify FPSO inventory stocktakes (monthly, quarterly, semi-annually, annually, and PSC anniversary).
Witness manual tank measurements (dip/ullage, temperature, water cut) and cross-check with automatic tank gauging systems where available.
Verify all tanks, including cargo, slop, and off-spec tanks, and confirm tank status.
Independently calculate volumes (GOV, GSV, NSV) using approved tables.
Perform full inventory reconciliation (report vs physical)
Quantify and report stock gain/loss and provide analysis of variances and trends.
Operational Support & Reporting
Assist in expediting lifting and shipping documentation upon request
Communicate final certified figures (B/L quantity, API gravity, density, VCF, BS&W) to the export tanker surveyor.
Ensure all reports are accurate, complete, and submitted in a timely manner.
Maintain full audit trail of all measurements, calculations, and certifications.
Immediately report any operational irregularities, safety concerns, or discrepancies.
Export Tanker Operations
Prepare and endorse Shuttle Tanker Ullage Report based on pre- and post-loading measurements.
Certify quantity of crude oil received onboard the export tanker.
Witness and, where required, perform joint measurement surveys with vessel representatives.
Verify vessel conditions including ROB/OBQ (On Board Quantity) and vessel tank status prior to loading.
Consider Vessel Experience Factor (VEF) where applicable in reconciliation.
Conduct sampling of vessel slop tanks prior to loading (for water and hydrocarbons, if present), and ensure safe transfer of samples to FPSO HELANG for handover to the Terminal Shift Supervisor. To prepare and endorse Shuttle Tanker Ullage Report (from Shuttle Tanker's tank dip before loading and immediately after loading) in accordance with the procedures by PETRONAS and THE COMPANY.

Diploma (in any field) or relevant certificate
Possess valid Petroleum Inspector Certificate
Minimum five (5) years working experience in crude oil / condensate cargo surveying work of similar operations for the last five (5) years.
