- Ownership responsibility for electrical engineering design activities on Onshore /Offshore project execution.
- Inclusive leadership in leading a team in effective project execution. Keep quality,productivity and team morale at optimum level.
- Knowledgeable in project management/coordination and execution strategy.
- In-depth knowledge of electrical design techniques and analysis methods.
- Detailed knowledge of theory, content and application of standards, codes and guidelines as applicable for onshore/offshore projects.
- Well versed with manhour and material cost estimates.
- Resources planning and management for efficient project execution.
- Experience in various project phases : Conceptual, Pre-FEED, FEED, EPC, EPCM, PMC, Detailed Engineering related to Onshore/Offshore Oil-Gas/Petrochemical projects.
- In depth understanding and applying knowledge of International and Local Codes and Standards, identify descripancy, competent to resolve problems/trouble shoot based on Codes & Standards interpretation.
- Understand limitation of Codes and Standards, knowledge of Local laws and applicable regulatory requirements and apply with accuracy and effectiveness.
- In-depth understanding of Client's specification (e.g. PTS, DEP etc.) and provide service which meet contract requirements
- Review and raise clarifications on the Contractual documents / ITB (Invitation to Bid) in case of ambiguity in definition / lack of clarity / lack of reference/ areas of doubt etc. based on experience /judgment.
- Provide technical support and advisory role to project execution team. Responsible to align project requirements, identify challenges and provide cost effective solution.
- Assist Head of Electrical Department in ensuring good quality design outputs, as per the relevant procedures.
- Assist in developing training methods for staff.
- Competent to explore cost-saving options / energy efficient measures during project execution phase, if requested, and if available.
- Focal point for proposal activities and drives for optimum cost, schedule and compliance to requirement.
- Review budget and scope for awarded projects. Outline boundary and guidelines for execution team.
- Perform Peer Review/Audit on project design at selected milestones. Create evaluation methodology and seek for continuous improvement.
- Custodian for latest development on Industry practices, International and Company standards. Uptodate with latest practices.
- Competant to inspect vendor works and workshops when required, to help in selection of Vendors.
- Competent to participate effectively to resolve any issues related to equipment testing/during operation, in case of failures/deficiencies /under-performance /discrepancy during testing / operation.
- Participate in HAZOP meeting with the client and representatives of other engineering disciplines and close out of any action points.
- Competant to Interface and provide clarification, guidance and technical support to construction sites and commissioning engineers. Provide startup assistance as required.
- Provide inputs on Electrical engineering work guidelines/checklist based on project experiences and lesson learnt.
- Man hour estimates, man power allocation and schedules
- Special study reports ( e.g. Voltage selection, motor selection, VSD application, EMC, root-cause analysis etc.)

- Expert review on Vendor documents to meet Codes and Standards, Local Regulations, project and disciplines requirements
- Competent to interface with other disciplines like piping group, process, civil, structural and instrumentation.
- Able to understand interface issues with other disciplines, and resolve any conflict
- Able to conduct VDR meeting with vendor /support Vendor in case of needs to shorten the VDR duration and to achieve project progress.
- Understand manufacturing process, long lead components, critical specifications of equipments, critical element/ critical path and how its influence the delivery of equipment
- Able to anticipate effectively to improve delivery schedule of Vendor equipment
- Plan, organize and direct all aspects of discipline execution on the assigned project including scope, deliverables, schedule and manpower resources - agree allocations with the Head of Department.
- Ensure interfaces and deliverables are clearly identified. Maintain responsibility for progress and productivity, identifying any required corrective action.
- Participate in the review of contract requirements for project execution, identify and resolve discrepancies and divergences from original proposal, FEED etc, identify requirements and scope of work, plan and prepare the Technical document delivearble list, man-hour estimation and project schedules etc.
- Ability to identify the scope of work in various phases of projects like conceptual, pre-FEED, FEED, EPC, EPCM, PMC and accordingly plan and schedule the man hours.
- Advise Head of Department on the manpower and skill levels required, to ensure smooth execution of the project.
- Distribute and Assign work to the project team appropriately, to meet the project schedule.
- Overall manage the development of detailed engineering calculations and drawings. Ensure the lesson learnt from past projects are discussed and applied as required.
- Conduct regular team meetings to discuss about project progress, priorities and issues. Ability to resolve issues and recommand the way forward to meet project requirement and schedule adhering to the intended quality.
- Ensure proper communication and coordination among the team members.
- Establish project filing system and ensure adherence to project requirements and department standards.
- Liaise with other departments/ disciplines, clients and third parties as required by the projects.
- Be overall responsible for the quality of work produced.
- Produce the discipline close-out report once the project completed.
- Act as the discipline Project Engineer to ensure the project executed within the specified schedules and budget.
- Ability to carry out technical audits at the Head of Department request (For Senior Engineer more than 10 years experience)
- Able to effectively investigate and resolve any quality complaints or incidents raised by any interested parties, or when requested by Client, or project manager.
- Ability to anticipate, escalate and communicate effectively in time.
- Good professional judgment, responsive and pro-active in execution of equipment deliverables to meet project needs, and ability to handle difficult situations arise due to complexities of Project demand Ability to anticipate, escalate and communicate effectively in time.
- Produce quality engineering deliverables / service and meeting JV/ Client expectation
- Fulfill QA /QHSES aspects, with acceptable team-works
- The Candidate shall possess a Bachelors Degree in Electrical Engineering accredited by Board of Engineer Malaysia or approved equivalent.
- Possess at least minimum 15 years of post graduate experience in the electrical engineering design experiences for onshore / offshore application.
- Preferably registered Professional Engineer (PE) with local board or approved equivalent.
- Be willing to travel and stationed at various Engineering Operating Centers / Client Office on needs basis (for overseas assignment)
- Site or experience with OEM (2 to 4 years)
- Exhibit and maintain good relationship with Client / Peers / Equipment Vendor & suppliers.
- Good Professional Check (feedback) from past Employers / Clients.
