This position manages high-volume international trade, ensures 100% adherence to LMW (Licensed Manufacturing Warehouse) regulations, and maintains strict financial control over site logistics spending. The Manager is responsible for vendor performance (Forwarders/Couriers) and aligning logistics costs with the Annual Operating Plan (AOP) and site revenue.Detailed DescriptionVendor Performance & Service Level Management
- Monthly Performance Reviews (MPR): Conduct rigorous monthly reviews for all appointed Freight Forwarders and Courier Services.
- KPI Scorecards: Evaluate vendors based on On-Time Delivery (OTD), clearance lead times, documentation accuracy, and responsiveness.
- Service Recovery: Drive corrective actions with vendors failing to meet Celestica's global standards and participate in the selection/qualification of backup carriers.
- Monthly Spending Analysis: Generate comprehensive monthly reports tracking actual logistics spend against the Annual Operating Plan (AOP) and as a percentage of Site Revenue.
- Variance Reporting: Identify and analyze any "Over-Spend" or budget deviations. Perform deep-dive assessments to determine if variances are due to volume surges, premium freight, or operational inefficiencies.
- Corrective Action Plans: Develop and implement strategic initiatives to realign spending with the budget, including cost-avoidance measures and negotiation for better rate structures.
- Customs & Tax Governance: Expertly manage LMW requirements, ensuring 100% accuracy in MIDA/Customs reporting to protect duty-free status.
- License & Permit Management: Lead the timely renewal of Manufacturing Licenses, LMW Licenses, and ATX/ASEAN Trade certifications.
- Audit Defense: Take full accountability for internal and external regulatory audits, ensuring zero non-conformance in Customs declarations (K1, K2, K3, K8, K9).
- Inbound/Outbound Logistics: Direct overseas and local inbound shipments and highvelocity outbound shipping of finished goods (FG) to global customers.
- Specialized Handling: Oversee the arrangement of wooden crating and industrial packaging, ensuring all materials meet ISPM 15 (Heat Treatment) standards for international transit.
- Permit Liaison: Manage AP (Approved Permit) applications with SIRIM, MITI, and the Energy Commission (ST) for machinery and components.
